The ICJ today urged action by the Government to ensure respect for civilian jurisdiction in the Maina Sunuwar case. The Nepal Army has acknowledged that Maina Sunuwar died following prolonged torture at the Nepal Army's Birendra Peacekeeping Training Centre in Panchakhal on 17 February 2004. However, it has refused to recognize civilian court jurisdiction as established by the Supreme Court's September 2007 decision, and to surrender Major Niranjan Basnet to the Kavre District Court pursuant to a 31 January 2008 arrest warrant.

The International Commission of Jurists (ICJ) released a report today assessing the Internal Security Act (ISA) in relation to Thailand's international human rights obligations and rule of law principles. While welcoming significant improvements to previous draft versions of the bill, the report warns that the ISA risks undermining the rule of law by conferring broad and vaguely defined preventative powers to the military-dominated Internal Security Operations Command (ISOC).

The International Commission of Jurists (ICJ) has expressed alarm at a campaign of intimidation against journalists and media outlets and at the continuing use of emergency laws to restrict freedom of expression following the re‐election of President Rajapakse on 26 January 2010. The ICJ calls for immediate Government action to reform these laws and to protect journalists from further harassment and attacks.

The report addresses the systematic absence of remedies for gross human rights violations in Sri Lanka between 1977 and 2001 - a period of widespread disappearances and unlawful killings during waves of violent political unrest and internal armed conflict

The International Commission of Jurists (ICJ) and the Helsinki Foundation for Human Rights (HFHR) published today their submission to the Human Rights Committee for the consideration of the list of issues for the 6th periodic report of Poland under the International Covenant on Civil and Political Rights (ICCPR). This submission addresses the consequences for Poland's obligations under the Covenant of allegations of CIA-run secret detentions in Poland, and of renditions of suspects to and from this centre, established with a high degree of probability to have taken place between 2003 and 2005.

The ICJ and the other members on the Jury of the Martin Ennals Award for Human Rights Defenders (MEA) express their deep concern over the arrest in Iran, on 28 December 2009, of human rights defender Emadeddin Baghi and seek clarification of the reason of his arrest and the charges he faces. Emadeddin Baghi, who received the Martin Ennals Award in 2009, is arbitrarily detained for his human rights-related activities, in violation of the United Nations Declaration on Human Rights Defenders, adopted by the UN General Assembly on December 9, 1998, as he is imprisoned for the peaceful exercise of his rights to freedoms of expression and association.

The International Commission of Jurists (ICJ) today urged the Government of Nepal to demonstrate its commitment to ending impunity by arresting Major Niranjan Basnet upon his return from a UN peacekeeping mission in Chad. Major Basnet is one of four Nepal Army officials accused in the enforced disappearance, torture and killing of Maina Sunuwar on 17 February 2004. Maina Sunuwar's body was exhumed in March 2007 from its clandestine burial site at the Nepal Army Birendra Peace Operations Training Centre in Panchkhal.
