The administration of justice lacks both human and financial resources to enable it to function properly. The judiciary is generally independent, although it is constantly subjected to attacks from the executive. In addition, corruption within the judiciary is rampant and widespread and damages its public perception. In an effort to combat this, accountability mechanisms have been set up to enhance judicial integrity. Advocates' freedom of expression has been restricted and access to justice remains limited. Counter-terrorism legislation has undermined respect for the right to a fair trial.

Uganda - ICJ concerned over attempted intimidation of judges and arbitrary detention of defendants released on bail

The International Commission of Jurists (ICJ) today called on the Ugandan authorities to respect the independence of the judiciary by ceasing the intimidation of judges and lawyers in proceedings related to the trial of Dr. Kizza Besigye and twelve co-accused and by immediately complying with the court order to release the twelve co-accused on bail.

Uganda - ICJ alarmed by assault on civilian judiciary - ICJ to send trial observer

On the eve of the Constitutional Court hearing on the legality of the trial of opposition leader Dr. Kizza Bisegye and others by a military court, the International Commission of Jurists (ICJ) calls on the Ugandan authorities to respect the independence of the judiciary and the rights of the accused to a fair trial. The ICJ is deeply concerned about recent interferences by the executive and security forces in the administration of justice and the attempt to try civilians before the military General Court Martial.

Uganda - President Threatens Constitutional Court

The International Commission of Jurists (ICJ) today expressed concern at remarks reportedly made by the President of Uganda, which could be viewed as an attempt to intimidate the Ugandan judiciary. "The President has reacted rashly to a decision of the Constitutional Court" said Nicholas Howen, Secretary General of the ICJ.

Uganda - ICJ Alarmed at Blanket Prohibition on Lawyers' Freedom of Expression

In a letter addressed today to President Museveni of Uganda, the Centre for the Independence of Judges and Lawyers (CIJL) of the International Commission of Jurists (ICJ) expressed its concern at the statement issued last Friday by the Law Council expressing its intention to enforce a regulation dating from 1977 that essentially aims to abrogate freedom of expression for lawyers.
