Civil society will be invited by the Council of Europe to help shape guidelines on protecting victims of terrorism as part of the Council’s Guidelines on Human Rights and the Fight against Terrorism. An Expert Committee aims to adopt the guidelines by November and then open them up for comment by civil society.
