La CIJ note avec satisfaction que le texte adopté par la Commission arabe permanente des droits de l’Homme présente des améliorations notables par rapport au texte de 1994 et au texte adopté en octobre 2003.
Aux termes de deux sessions extraordinaires de la Commission arabe permanente des droits de l’Homme aux mois de juin et d’octobre 2003 entièrement consacrées à la « modernisation » de la Charte arabe des droits de l’Homme et au cours desquelles les propositions des Etats membres de la Ligue ont été discutées, un texte final a été adopté lors de la réunion complémentaire à sa deuxième session extraordinaire qui s’est tenue du 4 au 15 janvier 2004.
Un certain nombre de préoccupations subsistent cependant, note la CIJ.
