The ICJ is alarmed by the Executive Order issued by President Bush on 13 November, authorizing the establishment of military commissions to try persons accused of terrorist activities.
The ICJ expresses is horrorred at the inhuman terrorist attack in New York, Washington and Pennsylvania, and expresses its heartfelt sympathy for all the tragic victims and their families and to the American people.
