The ICJ and ILGA-Europe provide information and guidance on laws banning “homosexual propaganda”.
Such laws have been adopted in five regions in the Russian Federation, including St. Petersburg, and are currently being considered in a number of other Eastern European states.
They discriminate against LGBT individuals and organizations and they undermine everyone’s right to freedom of expression, which includes the right to seek, receive and impart information, opinions and ideas.
In this Joint Briefing Paper, the ICJ and ILGA-Europe provide an overview of legislative developments, analyze the potential impact of such laws in a human rights framework, and offer guidance to national policy-makers and activists and international organizations.
