The purpose of the Review is to focus attention on the problems in regard to which lawyers can make their contribution to society in their respective areas of influence and to provide them with the necessary information and data.
This edition coincides with the publication of an ICJ study on states of emergency. The publication contains a detailed examination of states of emergency in 20 countries, together with a summary of the replies to two questionnaires sent to 158 governments.
The ICJ therefore decided to undertake this study of states of emergency in the hope of achieving a better understanding of the nature and causes of the systematic abuses occurring under many states of exception and to suggest safeguards which could be taken at national and international level to help prevent such occurrences.
