The Indonesian Constitution has little practical effect. Effective judicial review is absent and the judiciary depends upon the executive, in both legal and administrative terms.

Human rights were extensively violated in 1999, inter alia, in East Timor, Aceh, Irian Jaya (West-Papua) and the Maluku.
