A drastic reform of the judicial infrastructure is to be carried out by the Judicial System Reform Council established in June 1999.
The right to request government funded legal counsel is guaranteed only after indictment, even for capital cases.
Thus, in Japan only persons able to pay lawyers’ fees are guaranteed the right to counsel before indictment.
