Since the 11 September 2001 attacks in the United States of America, combating terrorism has become a priority for the entire international community and one of the major, if not dominant, subjects of debate within all intergovernmental forums.
This fight has picked up a breathtaking pace: a wide range of measures and decisions have been adopted at both the national and international levels. A large number of initiatives have already been adopted in the national and intergovernmental spheres, or are being prepared. Most of these initiatives relate to the definition of the crime of terrorism, police and judicial co-operation and extradition. A considerable number of them have serious consequences for human rights, international humanitarian law and the right of asylum.
