The objective of the present study is to analyze the factors that influenced the quality of the justice system in the Philippines and respect for human rights there between 1986 and 1997.
This study on the Philippines has been written within the framework of the project Determinants o f the Independence and Impartiality of the Judiciary, which also involved the conduct of similar research in India, Sri Lanka and Burkina Faso (West Africa). The overall objective of this wider project has been to generate sound scientific knowledge concerning the factors that affect the functioning of judicial systems and to articulate recommendations for their improvement.
The present study is particularly directed to policy makers in the legal system in the Philippines, and to academic institutions, legal scholars and practitioners of law in general.
