On 10 May, the ICJ made a submission to the Committee against Torture (CAT) on the recently introduced draft law on counter-terrorism in the Kingdom of Bahrain.
This law – if adopted – would greatly reduce safeguards against torture, cruel or inhuman and degrading treatment or punishment and negatively affect the implementation of the Convention against Torture in Bahrain. The ICJ invited the Committee to assess the impact of this draft law on the implementation of Bahrain’s obligations under the Convention and make recommendations to Bahrain to ensure that the law complies with international human right standards.

La CIJ note avec satisfaction que le texte adopté par la Commission arabe permanente des droits de l’homme présente des améliorations notables par rapport au texte de 1994 et au texte adopté en octobre 2003.
Aux termes de deux sessions extraordinaires de la Commission arabe permanente des droits de l’homme aux mois de juin et d’octobre 2003 entièrement consacrées à la « modernisation » de la Charte arabe des droits de l’homme et au cours desquelles les propositions des Etats membres de la Ligue ont été discutées, un texte final a été adopté lors de la réunion complémentaire à sa deuxième session extraordinaire qui s’est tenue du 4 au 15 janvier 2004.
Un certain nombre de préoccupations subsistent cependant, note la CIJ.
