USA: ICRC refused access to secret detainees

The US State Department has acknowledged that the International Committee of the Red Cross (ICRC) does not have access to all prisoners held in US custody and insisted that the ICRC will not be provided such access because terrorist suspects are not entitled to protection by the Geneva Conventions.
