On 21-22 June 2010, the ICJ in collaboration with the UN High Commissioner on Human Rights organized an Expert Consultation on a proposed Optional Protocol to establish a communication procedure to allow for children who are victims of human rights violations to seek a remedy before the UN Committee on the Rights of the Child. Participants in the meeting included the Chairperson and Vice-Chairperson of the Committee on the Rights of the Child and the Chairperson-Rapporteur of the Open-Ended Working Group on an Optional Protocol. The UN Open-Ended Working Group on an Optional Protocol to the Convention on the Rights of the Child will next meet in December 2010 to discuss a draft text presently being prepared by the Chairperson-Rapporteur of the Open-Ended Working Group, Mr. Drahoslav Stefane.

The ICJ and Amnesty International submitted comments on the draft Guidelines of the Committee of Ministers of the Council of Europe on Eradicating Impunity for Serious Human Rights Violations.
Noting that the current draft reflects considerable progress towards strong guidelines on this topic, the comments highlight key issues which remain unresolved or on which the organisations retain concerns as to consistency with international law and standards.

The ICJ welcomes this opportunity to submit its comments to the Human Rights Committee for the preparation of the list of issues for the first Periodic Report of Kazakhstan.
In this submission, the ICJ focuses on questions arising under article 14 of the Covenant concerning inadequate protection of the right to a fair trial. Among the fair trial concerns are those related to judicial independence; the right of defence by a lawyer of choice; and undue impediments to lawyers in the exercise of their professional functions.
This submission will also address concerns arising under article 7 of the Covenant related to deficiencies in legal and practical protection against torture and other cruel, inhuman or degrading treatment.

The ICJ welcomed the second joint report of seven UN human rights experts on the situation in the Democratic Republic of the Congo (DRC).
It called on the Government of the DRC to take prompt measures against impunity for gross and systematic violations of human rights, prevailing due to the weak law enforcement institutions and an apparent lack of political will to arrest and prosecute high-profile suspects.
