This bulletin coincides with the fifteenth anniversary of the Universal Declaration of Human Rights.

The ICJ reaffirms its devotion to the promotion of the human rights. Human rights are a vital matter of internal concern, but they are not and must never be allowed to be a matter of exclusively internal concern.
