The activities of the ICJ from 1981 to 1985 have continued to be directed on the positive promotion of human rights and their legal protection and to studying and publicizing violations of human rights and the Rule of Law, and giving assistance to victims of violations.
This report summarises the main ICJ activities during these five years under a number of different headings. More detailed information will be found in the appendices.

The ICJ wrote to the Prime Minister of Japan in May 1984 suggesting that the Japanese government might wish to consider appointing an independent Commission to enquire into the treatment of mental patients and the legislation relating to it.
