The ICJ’s Centre for the Independence of Judges and Lawyers reports that, since 1983, the Sri Lankan security forces have been responsible for thousands of killings.
The ICJ welcomes the decision taken by the Assembly of Heads of State and Government of the Organisation of African Unity (DAU) on 9 June 1998, to establish an African Court on Human and Peoples’ Rights.
Today, the ICJ announced that Mr. Rajeev Dhavan (India), Dr. Gustavo Gallon (Colombia), Mr. Maurice Kamto (Cameroon) and Ms Asma Jahangir (Pakistan) had been elected as members of the organization.
In this study, Atty. Mamta Kachwaha analyses and evaluates the quality and development of the legal system in India during the last twenty-five years, with a particular emphasis on the judiciary.
This study is a joint publication of the Interdisciplinary Research Program on Root Causes of Human Rights Violations (PIOOM), and the Centre for the Independence of Judges and Laywers (CIJL).
The independence and impartiality of judges and the independence of lawyers form central aspects of this study. The scope also includes important social issues of social justice, such as backlogs and court delay; access to justice and the courts; human rights and the role of the judiciary in giving redress to victims.

The purpose of the Review is to focus attention on the problems in regard to which lawyers can make their contribution to society in their respective areas of influence and to provide them with the necessary information and data.
The national constitutions and other topics examined in this special issue of the Review bring out one point forcefully: the evolving African constitutionalism is a constitutionalism of human rights and liberty. In all the constitutions discussed, the themes o f democracy and respect for human rights are emphasised prominently. There is experimentation in new forms of governance, sure enough, but the thread running through these experiments is an insistence on democratic legitimacy – with the meaning of democracy left open as the experiments unfold.
