Report on the events in Panama, January 9-12, 1964

The ICJ was requested by the National Bar Association of Panama to investigate a number of complaints of infringements of Articles 3, 5 and 20 of the Universal Declaration of Human Rights by the United States of America on the 9th, 10th, 11th and 12th of January 1964 in Panama.

The Commission appointed an Investigating Committee consisting of three well-known jurists to undertake the investigation: Professor A. D. Belinfante of Amsterdam University (Netherlands); Judge Gustaf Petren (Sweden); and Mr. Navroz Vakil, practising lawyer, Bombay (India).

The Commission now presents the unanimous findings and Report of the Investigating Committee. The methods and procedure adopted by the Investigating Committee are dealt with in the Report.

Working paper on executive action and the rule of law

Working paper on executive action and the rule of law

The Working Paper was intended for the participants in the 1962 International Congress of Jurists, held in Rio de Janeiro (Petropolis), Brazil from 11 to 15 December 1962.

The paper was prepared with the assistance of National Sections and individual jurists who responded to the questionnaire submitted to them by the Commission. Replies from the following 55 countries were available at the time of the drafting of the document.

The paper starts with an introduction on the Rule of law and consequently covers the topics dealt with by the four Committees set up for the Congress:

Committee one: Procedures Utilized by Administrative Agencies and Executive Officials
Committee two: Control by the Courts and the Legislature over Executive Action
Committee three: The Role of Lawyers in a Changing Society
Committee four: The Role of Legal Education in a Changing Society

Appendix to Working Paper: International Congress of Jurists 1962

The Working Paper and its Appendix were intended for the participants in the 1962 International Congress of Jurists, held in Rio de Janeiro (Petropolis), Brazil from 11 to 15 December 1962.

The Appendix contains the texts of final statements of previous ICJ Congresses: the Act of Athens (1955), the Declaration of Delhi (1959), the conclusions of the Delhi Congress, the Law of Lagos (1961) and the conclusions of the Lagos Congress.

It also includes the Questionnaire submitted to ICJ National sections and individual jurists, the conclusions of which were summarised in the Working paper for the Congress.
