On 12 February 1989, Al-Haq (Law in the Service of Man), the West Bank affiliate of the ICJ requested the ICJ Secretary-General to organize a mission to the West Bank and the Gaza Strip.
The mission was to study and report on the military justice system in the occupied territories in question. The stated reason for the request was the deterioration observed in the operation of the military court system, particularly since the onset of the Intifada (Uprising) on 9 December 1987.
