Uzbekistan: ICJ and the Academy of Justice open the third cycle of the International Human Rights Law Course 18 November 2025, Tashkent

The International Commission of Jurists (ICJ), in cooperation with the Academy of Justice of Uzbekistan, has launched the third cycle of the International Human Rights Law Course. The programme forms part of the ongoing partnership between the ICJ and the Academy aimed at strengthening the capacity of prospective judges to apply international human rights law and standards in their professional practice.

Since its introduction in 2023, the course has become an established component of the Academy’s curriculum and an important venue for building knowledge of international human rights law among members of the judiciary. This reflects sustained demand for structured guidance on the interpretation and application of international human rights treaties, fair trial guarantees and access to justice for groups whose rights require particular attention in judicial proceedings.

The 2025 cycle builds on experience from previous years and examines the sources of international human rights law, the role of UN Treaty Bodies and Charter-based mechanisms, and the principles governing the interpretation of ratified treaties within the domestic legal system. It also addresses the obligations of States in relation to civil, political, economic, social and cultural rights and the central role of effective judicial remedies. Particular attention is given to the rights of children, women and persons with disabilities, consistent with Uzbekistan’s obligations under the CRC, CEDAW and CRPD.

The course is delivered over six weeks through lectures and interactive seminars. It is taught jointly by ICJ staff and national trainers of the Academy of Justice, reflecting the shared commitment of both institutions to strengthening human rights protection through judicial practice.

Opening the cycle, an ICJ representative noted that strengthening judicial understanding of international human rights law remains essential for ensuring the rule of law in Uzbekistan. The continued demand for the programme demonstrates the judiciary’s commitment to enhancing the application of the international obligations undertaken by Uzbekistan.
