On 19 December 2025, the International Commission of Jurists (ICJ), together with the Office of the United Nations High Commissioner for Human Rights (OHCHR) Regional Office for Central Asia (ROCA), the Development Strategy Centre and the National Human Rights Centre of Uzbekistan convened an International Expert Discussion in Tashkent on Strengthening implementation of international standards under the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), the Convention on the Rights of the Child (CRC), and the Convention on the Rights of Persons with Disability (CRPD) .
The discussion addressed the implementation at national level of international human rights law and standards relating to gender equality, the rights of the child, and the rights of persons with disabilities.
The event examined State practice in engagement with UN Treaty Bodies, including reporting procedures, constructive dialogue, and follow-up to concluding observations. The discussion also addressed civil society participation in Treaty Body procedures and the use of treaty body outputs in national legal practice and advocacy.
The programme consisted of two substantive sessions, addressing State and civil society perspectives, followed by a plenary exchange and closing remarks. It brought together international experts, including current and former members of the UN Committee on the Rights of the Child and the Committee on the Rights of Persons with Disabilities, as well as national stakeholders and civil society representatives.
Background
The Expert Discussion was organised under the European Union-funded Strengthening Human Rights Implementation, Education and Legal Development (SHIELD) project, implemented by the ICJ in partnership with the Development Strategy Centre.
