Human rights of victims of terrorism: new ICJ compilation

The ICJ has today published a new compilation of international standards and guidance for the promotion and protection of the human rights of victims of terrorism.

The compilation brings together extracts from relevant UN General Assembly, Human Rights Council, and Security Council resolutions, together with key sections of reports of the UN Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, and other UN and regional reports and guidance.

The ICJ publishes this compilation as the human rights of victims of terrorism are set to receive new attention and focus at the global level.  In recent months the General Assembly adopted for the first time a resolution on “Enhancement of international cooperation to assist victims of terrorism”, a group of States have formed a “Group of Friends of Victims of Terrorism”, and the UN Office for Counter-Terrorism is preparing to convene a global Congress of Victims of Terrorism in June 2020. The Human Rights Council  also recently endorsed the ongoing work of the UN Special Rapporteur to promote and protect human rights of victims of terrorism.
