Following King Gyanendra’s proclamation of the state of emergency and dissolution of parliament on 1 February justified to fight against terrorism in the country, the human rights situation continued to gravely deteriorate. In a report released in March, the ICJ urged for the return to the rule of law and recommended that counter-terrorism legislation (TADO) be brought into conformity with international standards. On 30 April, the King lifted the state of emergency.
