Entre los días 6 y 10 de diciembre de 2010, la CIJ llevó a cabo una misión de alto nivel a Honduras, con el fin de observar la situación de la independencia judicial.
La delegación de la CIJ mantuvo reuniones con organizaciones de la sociedad civil, defensores de los derechos humanos, dirigentes comunitarios, dirigentes sociales, autoridades de gobierno al más alto nivel, representantes de la Comunidad Internacional, organismos intergubernamentales, representantes del Organismo Legislativo y otros actores relacionados con el derecho de acceso a la justicia y la independencia del Poder Judicial. La visita se enmarcó dentro de los esfuerzos que la CIJ lleva a cabo en distintos países para acompañar el proceso de democratización de la justicia y el respeto a la independencia judicial.

En octobre 2010, le député Evariste Ejiba Yamapia a présenté devant l’Assemblée nationale de la République Démocratique du Congo une proposition de loi intitulée « Proposition de loi relative aux pratiques sexuelles contre nature ».
L’exposé des motifs de la proposition mentionne qu’il est nécessaire de réviser le code pénal congolais afin de criminaliser « les pratiques sexuelles contre nature », qui sont définies dans la proposition de loi comme la zoophilie et l’homosexualité. L’homosexualité est décrite comme « une menace à la famille » et « une abomination ».
Le texte de la proposition contient plusieurs articles criminalisant « les relations homosexuelles » ainsi que la zoophilie, et rendant illégales toutes formes de promotion, défense ou expression publique relatives aux « relations sexuelles contre nature ».
La CIJ est convaincue que, si elle venait à être adoptée, cette loi violerait les obligations de la République Démocratique du Congo tirées des traités relatifs au droit international des droits de l’Homme auxquels le pays est partie, ainsi que sa propre Constitution.
La proposition représente une menace grave non seulement pour les individu(e)s homosexuel(le)s sur le territoire de la République Démocratique du Congo, mais aussi pour les organisations de la société civile et défenseurs des droits de l’Homme travaillant dans de nombreux domaines.

The ICJ supports a Symposium organized by the Judge Advocate General’s Department of the Ministry of Defence on “The Military and the Law: Issues of Obedience, Compliance and Enforcement”.
Following the success of a previous ICJ-JAG Symposium on “The Rule of Law and the Military” held in 2008, this event is designed to enhance understanding within the military legal community of the importance of the rule of law and human rights in an enforcement context. The Symposium will be held from 1-3 December 2010 at the Royal River Hotel, Bangkok and will be attended by military legal professionals, members of the judiciary and academia, government officials and civil society representatives.
Objectives:
1. To enhance the knowledge and understanding of military officers in the Judge Advocate General’s Department and other military departments and agencies regarding the national and international legal framework applicable to their activities, in order that they may provide legal opinions to their commanders and agencies, a duty essential to ensuring that the operations of the Ministry of Defence and associated agencies comply with the Constitution of the Kingdom of Thailand and relevant laws.
2. To provide an opportunity for military officers to meet and to exchange opinions with civilian experts, members of civil society and representatives of the media in order to build and strengthen good working relationships.

The ICJ observed a hearing on the investigation of criminal charges against Sapiyat Magomedova, a lawyer in the Republic of Dagestan, Russian Federation.
Sapiyat Magomedova was charged with “insult of a representative of state power” for allegedly assaulting several police officers. Contrary to the charges, she alleges that she was attacked and severely beaten by the officers.
