Lawyers from all five Central Asian countries participate in the seminar (28-29 March 2013) to discuss the independence of bar associations and problems faced by lawyers in working independently and effectively.
This ICJ roundtable seminar, organized in cooperation with the Central Asian League of Lawyers and to be held in Almaty, Kazakhstan, will address issues including the self-governance and organization of bar associations, their relationships with state bodies, lawyers and the public, entrance to the legal profession, lawyers’ codes of ethics, and disciplinary proceedings against lawyers.
It will also discuss problems faced by lawyers in criminal cases, in both the pre-trial and trial stages, and incidents of harassment or intimidation of lawyers.

The ICJ’s Director of the International Law & Protection Programmes today addressed an international conference on strengthening cooperation in preventing terrorism, held in Baku, Azerbaijan.
In a session focussed on measures to address the conditions conducive to the spread of terrorism, Alex Conte emphasised that it is only by avoiding the creation or maintenance of conditions conducive to the spread of terrorism – including human rights violations and lack of the rule of law – that a sustainable international effort can be achieved to combat terrorism.
Identifying numerous negative trends in the national implementation of counter-terrorism obligations, Dr Conte made concrete proposals towards international cooperation aimed at ensuring that national law and practice complies with human rights and the rule of law.

As a member of the International NGO Coalition for the OP to the ICESCR, the ICJ is co-convening a high-level event on the protection of economic, social and cultural rights March 13 at the Palais des Nations in Geneva.
This event is organized together with the Group of Friends of the Optional Protocol to the ICESCR, including Argentina, Belgium, Bolivia, Bosnia & Herzegovina, Ecuador, El Salvador, Finland, France, Senegal, Spain, Slovakia, Portugal and Uruguay; and the Office of the United Nations High Commissioner for Human Rights.
It will highlight the importance of OP-ICESCR to the full realization of human rights and the need to achieve widespread ratification of the OP-ICESCR to ensure access to justice for all.
Speakers will include the Deputy High Commissioner for Human Rights, the UN Special Rapporteur on the Right to Water and Sanitation, as well as the Permanent Representatives of Argentina, France, Portugal, Slovakia and Uruguay.

The ICJ is holding the second part of a seminar on Human Rights and the Rule of Law in a Cross-Cultural Setting from 22 – 23 November 2012 in Bangkok, Thailand. The first part was held last June 2012.
This seminar is organized in collaboration with the Department of Rights and Liberties Protection of the Ministry of Justice Thailand. It is aimed at mid-level government officers so that they may develop a deeper knowledge of the Rule of Law and human rights. This seminar also aims to encourage Thai civil servants across the justice sector to effectively address conflict and crisis within Thailand through a Rule of Law-based approach.
Speakers include Mr. Colin McLean, former Chief Inspector from the Police Service of Northern Ireland, and Mr. Ciaran O’Maolain, former head of policies of the Northern Ireland Human Rights Commission.

At a two-day conference of the Organization for Security and Co-operation in Europe (OSCE), the ICJ called on the OSCE to take practical steps aimed at enhancing human rights compliance while countering terrorism.
The OSCE conference addressed the subject of Strengthening Regional Co-operation, Criminal Justice Institutions and Rule of Law Capacities to Prevent and Combat Terrorism and Radicalization that Leads to Terrorism and was held in Vienna, Austria, on 12 and 23 November 2012.
Addressing the aim of the conference to identify best practices, the ICJ’s Representative to the United Nations, Alex Conte, spoke on trends in national legislative responses to the countering of terrorism, specifically concerning compliance with the rule of law and human rights and the combating of conditions conducive to the spread of terrorism and to radicalization. He recommended that the OSCE:
- Continue with its encouragement of participating states to ratify and implement the universal terrorism-related conventions, including the four most recent conventions, as well as any international human rights treaties to which they are not yet parties.
- In doing so, pick up on the best practices identified by the former UN Special Rapporteur on counter-terrorism with a view to ensuring that domestic implementing legislation is in compliance with, and is applied in a manner consistent with, human rights and the rule of law, in order to avoid laws and practices that might create conditions conducive to the spread of terrorism and to radicalization.
- Organise structured workshops for judges and the legal profession, including with reference to the best practices mentioned.
- Establish mechanisms through which participating states can be assisted in undertaking a review of new and existing implementing legislation
