LouiseArbourThe Coalition of International NGOs Against Torture (CINAT), commends United High Commissioner for Human Rights Louise Arbour for making the fight against torture a central theme of this year’s Human Rights Day.

In this context, CINAT wishes to remind States that the prohibition on torture and cruel, inhuman or degrading treatment or punishment (ill treatment) is absolute and is a peremptory norm under international law.

Call for action against the use of diplomatic assurances in transfers to risk of torture and ill-treatment

In May 2005, the ICJ and other rights groups issued a joint statement on the increasing use of diplomatic assurances by States as the basis for the transfer of alleged terrorist suspects in countries where they seriously risk torture or ill-treatment.

The statement was issued by the following NGOs: ICJ, Amnesty International, Association for the Prevention of Torture, Human Rights Watch, International Federation of Action by Christians for the Abolition of Torture, International Federation for Human Rights, International Helsinki Federation for Human Rights, and World Organisation Against Torture.

Standing invitations to thematic human rights mechanisms

The ICJ welcomes the decisions of Colombia, Croatia, Ecuador, Liechtenstein, Paraguay, San Marino and Sierra Leone to extend standing invitations to all the thematic mechanisms of the UN Commission on Human Rights to visit their countries.
