In memory of Gustavo Gallón

The International Commission of Jurists mourns the passing of Gustavo Gallón, one of Latin America’s most respected and accomplished human rights defenders, an outstanding jurist, and a lifelong advocate for justice, human dignity and the rule of law. 

For more than four decades, Gustavo dedicated his life to defending the rights of victims of human rights violations and strengthening democratic institutions in Colombia and beyond. As the founder of the Colombian Commission of Jurists, he helped build one of the region’s most respected human rights organizations, combining rigorous legal analysis with profound solidarity for those most affected by violence and injustice. Under his leadership, the organization became a leading voice of justice before national courts, the Inter-American human rights system and the United Nations. 

Gustavo was also a longstanding member of the International Commission of Jurists, having been elected to the Commission in 1998 and later a member of its Executive Committee. Throughout his years with the ICJ, he exemplified the values that have guided the organization since its founding: independence, integrity, and the steadfast defence of human rights and the rule of law. 

His work extended well beyond Colombia. Gustavo served the United Nations in several capacities, including as Special Representative on Equatorial Guinea and later as Independent Expert on the situation of human rights in Haiti. In 2022, he was appointed Permanent Representative of Colombia to the United Nations Office and other International Organizations in Geneva, where he became a highly respected and principled voice in the Human Rights Council. Although he later served as a diplomat, he remained, above all, a human rights defender. He brought to multilateral diplomacy the same independence, intellectual rigor, and moral clarity that had characterized his life’s work. 

Gustavo’s passing is also a personal loss. 

I had the privilege of working closely with him for many years. We first worked together before the Inter-American Commission and Court of Human Rights, where we sought justice for victims and contributed to the development of Inter-American human rights jurisprudence. More recently, we worked together in Geneva to strengthen the effectiveness of the UN Human Rights Council. Although we served in different institutional roles, we remained united by the conviction that international law and multilateral institutions are indispensable for protecting human dignity. 

Gustavo possessed a rare quality that cannot be conferred by any office or title. Whenever discussions on human rights reached particularly difficult or consequential moments, everyone wanted to hear what Gustavo had to say. When he spoke, the room became noticeably more attentive. His interventions were never theatrical or rhetorical. They were thoughtful, measured, deeply informed and guided by principle. His voice carried a moral authority that naturally commanded respect. He did not persuade through volume or posturing, but through wisdom, integrity and a lifetime of service to justice. 

He combined exceptional intellectual brilliance with generosity and moral courage. He listened carefully, engaged respectfully with differing views, and never lost sight of the people whose lives depended on the effective protection of human rights. His authority came not from the offices he held, but from the consistency with which he defended universal human rights throughout his life. 

His death is a great loss for Colombia, for the International Commission of Jurists, for the United Nations human rights community and for the international human rights movement. It is also a deeply personal loss for those of us who had the privilege of working alongside him and calling him a friend. 

On behalf of the International Commission of Jurists, I extend our deepest condolences to his family, friends, colleagues at the Colombian Commission of Jurists, fellow Commissioners of the ICJ, and to the many people around the world whose lives he touched through his work. 

His legacy lives on not only in the institutions he helped build and the jurisprudence he helped shape, but also in the example he set that intellectual excellence, moral integrity and humility are among the most powerful tools in the defence of human rights. Those of us who had the privilege of knowing and working with Gustavo will remember him not only for what he achieved, but for who he was.
