Niall MacDermot, Secretary General of the ICJ, Dr. Kurt Madlener, Specialist in Spanish and Latin America penal law, and Prof. Covey Oliver, Professor of International Law, went to Chile on behalf of the ICJ in April 1974 to enquire into the situation concerning human rights and the rule of law.
This Staff Study covers the events in East Pakistan from March to December 1971, together with a discussion of some of the legal issues involved.
The ICJ faced a financial crisis in 1970 that threatened the existence of the organisation. As a result the had to appeal to many governments and succeeded in securing new donors. It goes without saying that these governmental contributions have been accepted on the explicit understanding that they in no way affect the complete independence and impartiality of the Commission.
The Review will provide, on a quarterly basis, not only studies in depth on current legal issues, but also up-to-date information on legal developments throughout the world.
