Three years after the military coup d’état, arbitrary detention of individuals continue to give cause for concern. These detentions do away with, or endanger, the right to freedom, security, integrity, life, protection from torture, and the right to justice and due process of law.
It is commonly assumed in the western world that the enjoyment of human rights and fundamental freedoms is to be found only in multiparty parliamentary democracies.
This report is based upon interviews and extensive research into the laws, executive decrees, judicial decisions and periodical collections.
The author examine firstly the position in which lawyers who engage in the defence of political detainees in Argentina find themselves. This position is one of the aspects of the process of political violence which the country is undergoing and concerning which, in the second part of the study ,the author presents certain data.

Underlying the theme of the Conference is the belief of the ICJ that the Rule of Law, being a dynamic concept, should have, for the areas under study, the same essential validity it has for other parts of the world.

Sir Leslie Munro, Secrétaire Général de la Commission, affirme que la Commission a appris avec une profonde consternation la récente nouvelle de l’arrestation d’éminents avocats et de nombreuses autres personnalités et, considérant l’inquiétude que cette mesure suscite au sein de la communauté juridique du monde entier, demande instamment des précisions sur les charges retenues contre les inculpés:
