Amnesty International and the ICJ submit for consideration the present legal brief on the incompatibility with international law of Decree Law N° 2191 of 1978.
The legal brief addresses the international obligations of the State with regard to human rights (Point I), the obligation to judge and punish the perpetrators of human rights violations (Point II), the incompatibility with international law of amnesties for violators of human rights (Point III), the principle of pacta sunt servanda (Point IV) and the non-application of the amnesty by national tribunals (Point V).
