This legal memorandum summarises research and analysis undertaken by the International Commission of Jurists (ICJ) on implementation of the Emergency Decree on Government Administration in States of Emergency B.E. 2548 (the Emergency Decree) in Thailand’s three southern provinces of Pattani, Yala and Narathiwat, in light of international law, in particular international human rights law and best practices around the world. The majority of this research was carried out in April – June 2006, and updated with further research and interviews up to 1 February 2007.
