Report of a mission by William J. Butler, Esq., The Honorable George C. Edwards and the Honourable Michael D. Kirby, C.M.G, on behalf of the ICJ and the American Association for the International Commission of Jurists.
The terms of reference were to inquire into the status o f the Rule o f Law in Palau since its formation by a constitutional convention in 1979. More particularly the Ordre de Mission (Appendix i) was to inquire into the facts and circumstances which required the holding o f six referenda on the Compact o f Free Association with the United States, together with four referenda on the constitution itself and the denial, through acts o f intimidation and violence, o f access by Palauan citizens to their duly constituted legal institutions.

Rapport d’un séminaire tenu à Lomé du 9 au 13 février 1987 organisé conjointement par la CIJ et la Fédération des organisations non gouvernementales au Togo.
Ce séminaire a regroupé des enseignants en droit, des représentants d’ONG pour le développement, des avocats et des chercheurs du Bénin, Burkina Faso, Côte d’ivoire, Mali, Niger, Sénégal et Togo. Ce rapport contient un large éventail de communications traitant de sujets intrinsèquement liés, allant de la réceptivité du droit en milieu rural
aux difficultés que rencontrent les ONG pour le développement, en passant par les problèmes juridiques qui se posent aux populations rurales. Il constitue, à n’en pas douter, un outil précieux non seulement pour ceux qui vont initier des projets de formation de para-juristes, mais pour tous ceux qui ont à coeur le développement économique et social des populations africaines.

The ICJ prefers to report on countries after full discussions with the government, but will not refrain from reporting on a country simply because the government declines access.

The activities of the ICJ from 1981 to 1985 have continued to be directed on the positive promotion of human rights and their legal protection and to studying and publicizing violations of human rights and the Rule of Law, and giving assistance to victims of violations.
This report summarises the main ICJ activities during these five years under a number of different headings. More detailed information will be found in the appendices.
