Acts of terrorism are those acts of violence, committed by one sole individual or one or many groups of persons, that create panic among people with the intention of harming public security, order, and to affect political stability.
Article 2:
Anyone who abducts or illegally detains anyone for reasons of sabotage, extortion, revenge, hostage, sale or for other acts of terrorism shall be imprisoned from 10 to 20 years.
If the victim of illegal detention, abduction or terrorism is a minor, or if the victim diesas a result of the illegal detention, abduction or terrorism, the offender shall be sentenced to life imprisonment regardless of exculpatory or mitigating evidence.
Article 3:
Anyone who attempts to kill or premeditates a killing for the sake of terrorism shall be sentenced to life imprisonment regardless of exculpatory or mitigating evidence.
Article 4:
This law shall be proclaimed urgently.
This law was adopted by the National Assembly of the State of Cambodia on January 31, 1992 at its 22nd session of its First Legislature.
