370. On 30 September 2001 the Special Rapporteur, jointly with the Special Rapporteur on Torture, transmitted an allegation after having received information according to which 16 prisoners were killed and 40 injured in anti-gay attacks at St. Catherine’s District Prison and Kingston’s General Penitentiary in August 1997. It was reported that inmates went on the rampage, targeting prisoners known or believed to be gay after the guards had walked out in protest on an announcement of the Commissioner of Corrections that he intended to distribute condoms to guards and prisoners. No actions against those responsible had allegedly been taken.[76]
