On 4 and 5 September 2025, the International Commission of Jurists (ICJ), together with the UN Office of the High Commissioner for Human Rights (OHCHR) Regional Office for Central Asia (ROCA), the Development Strategy Centre and the National Human Rights Centre of Uzbekistan, organised an expert seminar in Tashkent. The event focused on effective implementation of the Views of UN Treaty Bodies and the recommendations of UN Special Procedures in individual cases.
It brought together representatives of relevant State institutions, representatives of the Supreme and Constitutional Courts, law enforcement bodies, members of the Bar Association, civil society and academia. Discussions examined international practices in implementing Human Rights Committee Views and Special Procedures’ recommendations, challenges and opportunities for Uzbekistan in strengthening implementation, and practical steps to ensure timely and effective remedies in individual cases.
Particular attention was given to the fact that the Optional Protocol to the International Covenant on Civil and Political Rights (ICCPR, Covenant) provides the only existing quasi‑judicial procedure through which individuals in Uzbekistan may obtain a decision on alleged violations of their Covenant rights. Implementation of the Human Rights Committee’s Views is therefore crucial for ensuring that individuals are not left without an effective remedy. Different institutional models of implementation, drawing on comparative international experience, were presented and discussed in detail.
The event was also significant as it provided a rare platform for direct dialogue between international experts and national actors on the practicalities of implementation. Such exchanges help to identify priorities, foster cooperation among responsible institutions, and promote awareness of international legal obligations among domestic justice actors and within the legal community. They also contribute to building a culture of compliance, supporting the application of international human rights law and standards in practice.
Background: This was the first round table held under the EU‑funded Strengthening Human Rights Implementation, Education and Legal Development (SHIELD) project implemented by the ICJ and the Development Strategy Centre.
