¿La ratificación por parte de un Estado, como Perú, de la Convención sobre la imprescriptibilidad de los crímenes de guerra y de los crímenes de lesa humanidad entraría en contradicción con el principio de irretroactividad de la ley penal? Responder afirmativamente a esta pregunta resultaría, por lo menos, insólito y supondría desconocer de tajo principios elementales del derecho penal y del derecho internacional. Algunas previas consideraciones podrían ser de utilidad para dar una respuesta.
