The ICJ believes that for normal civil life to resume in the West Bank and Gaza, there is a need for a strong, confident and competent judiciary. The ICJ decided to study the present and future status of the Palestinian civilian courts.
As an organisation devoted to the Rule of Law and the legal protection of human rights, the involvement of the ICJ in South African legal affairs spans over four decades.
It has followed legal developments in South Africa for many years – sending fact-finding missions – observing important trials and publishing materials on the Rule of Law and human rights in the country.
Following its interest in legal developments in the country, the ICJ did not lose the opportunity to send an eminent team of lawyers to observe the 27 April 1994 parliamentary elections in South Africa.
The report of the mission presents an objective analysis of the myriad legal and constitutional problems confronting the leaders of the New South Africa. It makes recommendations as to what concrete measures could be implemented to deal with these problems.
The ICJ team was headed by Mr. William J. Butler, former Chairman of the ICJ Executive Committee, and composed of Professor Bert Lockwood, Dean Joseph P. Tomain, and Mr. Peter Solbert, who are members of the ICJ affiliate in the USA, the American Association for the International Commission of Jurists (AAICJ).

Los sucesos vividos en los Estados Unidos Mexicanos a principios de 1994, pusieron al descubierto una situación de discriminación y de postergación que afectaba principalmente a importantes núcleos de población indígena.
Ce rapport fournit un analyse du cadre juridique et sa validité et se conclut par des recommandations.
“Convaincue des enjeux politiques, économiques et sociaux du scrutin présidentiel, et inspirée par le seul souci de donner à la souveraineté du peuple guinéen sa signification, en lui permettant de choisir dans les conditions adéquates son Président de la République, la Commission internationale de juristes (CIJ) est d’avis que ces conditions ne pourraient être réunies le 5 décembre 1993. Prenant la mesure des retards de toutes sortes, et de quelques entorses à la légalité que connaît le processus électoral, la CIJ recommande expressément à la CNE, dans l’intérêt du pays et de la démocratie, d’envisager un report du scrutin prévu pour le 5 décembre 1993”.
