The activities of the International Commission of Jurists in the four years 1977-1980 have continued to be directed on the one hand to the positive promotion of human rights and their legal protection, and on the other to studying and publicising violations of human rights and the Rule of Law.
This report seeks to sumarise the main ICJ activities during these four years under a number of different headings. More detailed information on these and other topics will be found in the appendices.
It may be said that during this period the ICJ has taken a more structural approach to human rights problems, as will be apparent in particular from the regional seminars, the content of some of the special reports, and its activities pursuant to its consultative status (Appendix A).

Our ambitions were relatively modest when we started the planning of this symposium. We hoped to arrange a public meeting in order to prove to ourselves as well as to the Finnish legal community that the Finnish section of the ICJ still exists and is capable of functioning.
The Finnish national group was established in 1956. Unfortunately there has been no activity in the course of the last 13 years. As a result, the work and the role of the ICJ has remained rather unknown to Finnish jurists.
Thanks to the active encouragement of Mr. Hans Thoolen, we managed to re-activate the Finnish section in the spring of 1980. Since both the President and the Vice-President of the Finnish section had died during the years of non-activity, a whole new board was elected with Prof. Tore Modeen as President, Prof. Mikael Hidén as Vice-President and Mr. Christian Reims, Mr. Gustaf Möller and myself as members.

The two authors of this study belong to a group of lawyers seeking to promote the rule of law in the West Bank of the Jordan. It is known as Law in the Service of Man and is affiliated to the International Commission of Jurists.

The ICJ thematic report on the human rights records in Uruguay. The reports focuses mainly on political prisoners.
There is every indication that there is a regime which continues to practice repeated and systematic violations of civil, political, economic, social and cultural rights. Internally, any action for the respect of fundamental rights, as well as any resistance to the regime, is virtually impossible given the scope and extent of military repression.

El seminario fue el cuarto de una serie de seminarios regionales y subregionales organizados por la Comisión Internacional de Juristas en el Tercer Mundo.
El propósito de los seminarios es el de auspiciar un foro en el cual puedan discutirse, con espíritu constructivo, importantes materias vinculadas a la promoción y protección de los derechos humanos en el marco del principio del Imperio del Derecho, con la esperanza de alcanzar conclusiones y recomendaciones específicas. Este libro contiene los principales documentos de trabajo, los resúmenes de las discusiones y las conclusiones y recomendaciones del seminario.
