In December 1986, the ICJ sent a mission to Pakistan to study the process of return to a democratic form of government after eight years of martial law rule.
The ICJ prefers to report on countries after full discussions with the government, but will not refrain from reporting on a country simply because the government declines access.
The report which follows was prepared in January 1986. Before it could be printed the events in Manila of February 1986 took place.
