Russia: ICJ experts call for a clear programme of action to protect the independence of judges

Representatives of the ICJ, concluding a visit to the Russian Federation, today stressed that major reforms are needed to protect the independence of the Russian judiciary.

Without significant progress in strengthening the independence of the courts, the public will continue to lack confidence in the Russian judicial system, and the rule of law will remain fragile. The political priority given to judicial reform by President Medvedev needs to be followed through with a clear programme of action, the ICJ concluded.

This present case concerns the Government of Moldova’s denial of permission to GenderDoc-M, an NGO representing LGBT individuals, to hold a peaceful demonstration in front of the Parliament in May 2005.

In both domestic litigation and submissions to this Court, the Government alleged that the refusal was based on “public order” and “public morality.” The Court’s Questions to the Parties concerned Articles 11 and 14 of the Convention.

Inter-committee workshop “Activities of transnational corporations : impact on the implementation of human rights treaty obligations”

Treaty-bodies have a special role in monitoring State compliance with human rights treaty obligations and providing guidance to States Parties on how to fulfil those obligations. The workshop afforded an occasion for in-depth examination and interaction between the committees on the impact that activities of transnational corporations have in the implementation of treaty obligations, providing a comparative and informed perspective on approaching these issues and encouraging coordinated action.

Comments on the draft report of the Steering Committee for Human Rights on the Implementation of the Interlaken declaration

The ICJ and Amnesty International submitted comments on the draft Guidelines of the Committee of Ministers of the Council of Europe on Eradicating Impunity for Serious Human Rights Violations.

Noting that the current draft reflects considerable progress towards strong guidelines on this topic, the comments highlight key issues which remain unresolved or on which the organisations retain concerns as to consistency with international law and standards.
