In the present bulletin, the ICJ give world-publicity to the address made by the President of the Supreme Court of Germany, Dr. Hermann Weinkauff.

He explains that it is not sufficient to formulate legal principles only theoretically; they will have to be elaborated as part of a system of government and, above all, they must become a reality.
