A number of NGOs have expressed the need for a short hand-book to serve as a guide to NGO’s wishing to file communications with the U.N. relating to gross violations of human rights. The ICJ invited Miss Glenda da Fonseca and Mr. George Duke to prepare this handbook.
The activities of the ICJ in the five years 1966 to 1971 have continued to be directed on the one hand to the positive promotion of human rights and their legal protection and, on the other hand, to studying and publicizing violations of human rights and the Rule of Law.

The ICJ faced a financial crisis in 1970 that threatened the existence of the organisation. As a result the had to appeal to many governments and succeeded in securing new donors. It goes without saying that these governmental contributions have been accepted on the explicit understanding that they in no way affect the complete independence and impartiality of the Commission.
