The ICJ commented on the UPR of the Russian Federation, addressing issues including torture and ill-treatment, impunity, judicial independence, NGO laws and “homosexual propaganda” bans.
The International Commission of Jurists has brought to the attention of the Human Rights Council’s Working Group on the UPR and to the Human Rights Council issues concerning:
- prevention of torture and ill-treatment and other gross human rights violations;
- impunity for gross human rights violations;
- independence of the judiciary; amendments to NGO laws;
- non-refoulement; homosexual propaganda bans; and
- Russia’s engagement with international human rights instruments and mechanisms.

The Jury of the Martin Ennals Award for Human Rights Defenders (MEA) selected the Venerable Luon Sovath as the 2012 Martin Ennals Award winner. The Prize winner was announced at a ceremony in Geneva.
The Venerable Luon Sovath, a Buddhist monk from Siem Reap, Cambodia witnessed his family and fellow villagers being forcibly evicted from their homes in 2009. Since then he has been a strong advocate against forced evictions, which remove families from their homes, often violently and little or no compensation.
Despite threats to his person, of arrest and disrobing, the Venerable Sovath, a non-violent Buddhist monk, uses videos, poems and songs to defend the right to housing. His advocacy touches powerful economic interests. The threats against the Venerable Sovath are very real.
Venerable Sovath was selected from among three final Nominees (see video presentation at the end of this article). Also nominated was Nasrin Sotoudeh, an Iranian Lawyer serving a 6 year prison sentence in Iran for her Human Rights work. She is known particularly for her work on behalf of women and children’s rights, especially juveniles facing execution. The third nominee is the Bahrain Center for Human Rights, who report widely on human rights abuses in Bahrain. Many of their key staff are currently imprisoned for their work.
The New Chair of the Martin Ennals Foundation, Micheline Calmy-Rey, the former Swiss President and Foreign Minister said: “This year’s novel format with three nominees made the Jury’s decision particularly difficult. As a Buddhist monk, Venerable Sovath has managed to raise wider attention to the issue of forced evictions in Cambodia”

In the margins of the UN Human Rights Council’s 21st regular session, the Centre Europe-Tiers Monde (CETIM) and the ICJ today held a parallel event on impunity and exploitation of natural resources in Guatemala.
The event discussed the overall question of justice for indigenous communities in Guatemala. It was followed by the showin of excerpts from Grégory Lassalle’s documentary Des déreives de l’art aux dérivés du pétrole.
Panellists included Ramón Cadena, Director of the ICJ Central America Programme; Hilda Ventura and Mario Mucú, representatives of the Maya communities of San Andrés and Petén; and Melik Özden, UN Representative and Co-Director of CETIM.

The ICJ called on the UN Human Rights Council to strengthen measures to fight impunity in the department of Petén in Guatemala, and to encourage the Government of Guatemala to adopt measures to protect human rights defenders.
The ICJ delivered its oral statement on 18 September 2012 in the course of a panel discussion on indigenous peoples’ access to justice, during the course of the 21st regular session of the Human Rights Council.

During the 21st session of the UN Human Rights Council (10-28 September 2012), the ICJ and the Geneva Academy of International Humanitarian Law and Human Rights will convene a high-level discussion on ensuring human dignity during detention.
The parallel event will be held in the Palais des Nations in meeting room XXI on Tuesday 25 September 2012 from 14h to 16h.
The event will discuss the need and options for an international instrument clarifying and enhancing the human right legal framework applicable to persons in detention. Panelists include Professor Manfred Nowak, former Special Rapporteur on torture and former member of the Working Group on enforced disappearances; Judge Theodor Meron, Judge on the Appeals Chambers of the ICTY and ICTR; Professor Shaheen Sardar Ali, Vice-Chair of the Working Group on arbitrary detention; and Ian Seiderman, Law and Policy Director of the ICJ. The event will be moderated by Hina Jilani, member of the Panel on Human Dignity and Advocate of the Supreme Court of Pakistan.
The event is open to all persons with access to the Palais des Nations.
