“Parler de la consolidation de la démocratie, c’est d’abord, préciser ce qu’est la démocratie et ce qu’elle n’est pas.
La démocratie c’est d’abord un choix de société régit par l’alternance de l’exercice du pouvoir dont l’arbitrage est assuré par le peuple à travers le suffrage universel.
Ce choix, partout ou il est fait, se heurte à des habitudes, des coutumes, des comportements, si ce n’est des intérêts investis dans les sociétés concernées.”
