La démocratie c’est d’abord un choix de société régit par l’alternance de l’exercice du pouvoir dont l’arbitrage est assuré par le peuple à travers le suffrage universel.
Ce choix, partout ou il est fait, se heurte à des habitudes, des coutumes, des comportements, si ce n’est des intérêts investis dans les sociétés concernées.”

This Triennial Report record s the extraordinary scope of the activities pursued by the dedicated officers of the ICJ under the leadership of the Secretary-General, Mr. Adama Dieng.
For a body with such a small budget and modest staff complement, the range, depth, novelty and importance of the activities of the ICJ are truly astonishing. When the ICJ intervenes in the councils of the United Nations, in the countless missions, seminars, trial observances and the other activities recorded in these pages, it is listened to.
It has earned this attention by the integrity and responsibility shown by the Secretary-General and his distinguished predecessors and by its staff, supported by Commission Members who comprise some of the most notable judges and lawyers in the world.

This report is an output based on the several consultation and seminar workshops organised by the ICJ and its Nepales section to assess the existing state of legal aid and legal literacy in the country.
This report aims to account for the situation in respect of legal aid scheme including the Twinning Programme implemented by the Nepal Bar Association in cooperation with the Norwegian Bar Association.
The report consists of six chapters. The first chapter outlines conceptual framework of legal aid with reference to
the place of legal aid in the international instruments. It also pinpoints some drawbacks of the court-oriented legal aid
system. The second chapter suggests for an emphasis on legal resources capability development as an alternate
approach to legal aid and legal literacy. The third, fourth and fifth chapters of the report takes a look at the evolution and existing system of legal aid in Nepal. The role of law campus, lawyers, Nepal Bar Association is briefly reviewed. The concluding chapter provides a list of suggestions and recommendations in the domain of legal aid and legal literacy scheme in Nepal.

In September 1993 a training programme was held in Lahore, Pakistan, for persons working in children’s organizations in Asia. It was organised by the ICJ and the AGHS Law Associates, Lahore.

Ese informe recoge las ponencias presentadas por destacados juristas nacionales e internacionales en el Curso de Complementación y Actualización en materia de Derecho Internacional de los Derechos Humanos, realizado en Montevideo, del 23 al 26 de marzo de 1993.
El curso estuvo dirigido principalmente a operadores del derecho del Uruguay. En él participaron como invitados numerosos magistrados, fiscales, defensores de oficio y abogados, quienes además aportaron al debate de cada tema.
El informe incluye:
